PROBLEM TO BE SOLVED: To form a time slot between nodes so as to make data transmitting chance between nodes unequal. SOLUTION: The communication control device is equipped with a state variable signal reception means which receives a state variable signal for showing the timing of data transmission in a neighbor node, a communication timing calculation means which, based on the state variable signal received, changes each of a plurality of phases each of which is different in period to give interactions of synchronizing each of the phases and thereby forms temporal multiplexing of a plurality of data transmission periods different in data transmission time slot width between its own node and the neighbor node based on a period of each phase within a period of some phase in each phase, and a state variable signal transmission means which transmits the state variable signal for determining the data transmission timing from its own node based on the phase state of any one of each phase subjected to the interaction by means of the communication timing calculation means.
