PROBLEM TO BE SOLVED: To provide a polymer electrolyte membrane capable of obtaining high ionic conductivity and stably obtaining high output even when humidifying of an electrolyte with auxiliaries is not conducted or humidifying is low.

SOLUTION: The electrolyte membrane is constituted of a block copolymer having an ion-conductive block. In the membrane, the ion-conductive block 12 forms ion-conductive domains 14 in a cylindrical shape arranged parallel to the direction of thickness d of the polymer electrolyte membrane. The ion-conductive block is made of a polymer having an ion exchange group. The ion exchange group is a sulfonic group, a carboxilic group, a phosphoric group, a phosphonic group, or a phosphonous group. The volume fraction of the ion-conductive block in the block copolymer is 5-30%.
