PROBLEM TO BE SOLVED: To provide an inexpensive conductive base material with a thin resistance layer that shows less dispersion of a sheet resistance, and to provide a conductive base material with a resistance layer that allows a printed resistance circuit board to be manufactured as a resistance element is kept remaining stably. SOLUTION: The conductive base material with the thin resistance layer is a conductive base material having a resistance layer formed on its surface. This resistance layer is a thin resistance layer made of a nickel containing a phosphorous in which an amorphous structure and a crystalline structure are intermixed. The conductive base material with the thin resistance layer is also a conductive base material having a resistance layer formed on its surface.
