PROBLEM TO BE SOLVED: To provide a measuring method and device, capable of measuring deflection of a rotating tubular body more accurately and quickly. SOLUTION: In the device, one edge of a tubular body is held at the state which an inside surface of the tubular body is pressed against a tubular body edge chuck capable of a rotation, while making the tubular body rotate by the tubular body edge chuck, the distance from the measuring position in the other edge of the tubular body to the inner circumference of the tubular body is measured, and then the measured value for each rotation angle is obtained. The distance from the measuring position, separated from an outer circumference of the tubular body to the outer circumference of the tubular body, is measured, and then the measured value for each rotation angle is obtained. By applying arithmetic operations to the measured value, the inside diameter center of the other edge of the tubular body is calculated, and then the virtual center axis of the tubular body is obtained. A correction means with which the measured value is corrected by using the deviation amount of the virtual center axis with respect to the above rotation axis line on a surface that orthogonally crosses the rotation axis line of the tubular body edge chuck at the measuring position is included.
