PROBLEM TO BE SOLVED: To prevent image quality from being deteriorated for an image in which a high-speed region and a low-speed region are mixed, in an image display device having a rate change (FRC) unit of motion compensation type. SOLUTION: An FRC unit has a motion vector detecting section 11e and an interpolation frame creating section 12b. The motion vector detecting section 11e includes a first region detecting means 112e<SB>1</SB>for detecting a first region (high-speed region) involving the amount of motion equal to or more than a first predetermined amount from an inputted image signal, second region detecting means 112e<SB>2</SB>for detecting a second region (low-speed region) involving the amount of motion equal to or less than a second predetermined amount from the inputted image signal, and third region detecting means 113e for detecting a still region according to the difference between the frames of the inputted image signal. The interpolation frame creating section 12b performs motion compensation interpolation using a motion vector for the still region in the first region (background) and zero-vector interpolation for the still region in the second region (foreground).
