PROBLEM TO BE SOLVED: To provide a base station device for optimizing the allocation of radio resources to respective classes in accordance with the number of users of each user class. SOLUTION: The base station device which performs radio communication with a terminal, is provided with: a user number management means for managing the number of users by user class based on a radio resource use request by user class; a carrier management means for managing the number of carriers to be allocated by user class based on the number of available carriers; a carrier control means for changing the number of carriers to be allocated for each user class in the carrier management means based on the number of users by user class and the number of carriers to be allocated by user class; and a user management means for managing a connection with the terminal based on the number of carriers to be allocated for each user class managed by the carrier management means in response to a radio resource use request from the terminal of an identifiable user class.
