<P>PROBLEM TO BE SOLVED: To obtain a radio communication apparatus and radio communication method in which frequency resources can be effectively utilized for an uplink to a base station. <P>SOLUTION: While a first message 403<SB>1</SB>is being transmitted by a first common physical channel, within a range of surplus power E<SB>S</SB>of a mobile communication device, second preambles 401<SB>2</SB>A, 401<SB>2</SB>B, 401<SB>2</SB>C are multiplexed thereon and sequentially transmitted. If message transmission is permitted from a non-illustrated base station to the mobile communication device, transmission of a second message 403<SB>2</SB>multiplexed on the first message 403<SB>1</SB>is started.
