<P>PROBLEM TO BE SOLVED: To prevent information leakage resulting from leaving a terminal device behind without charging a burden to a user. <P>SOLUTION: A management server 200 controls gates 10 and 20, and writes leaving date or walking-in date into an IC (integrated circuit) tag built in a portable terminal device 100a carried in or out of an office.
