PROBLEM TO BE SOLVED: To reduce a possibility of erroneous detection for monitoring use such as abnormal detection in image recognition. SOLUTION: A threshold value which is the sum of a difference average value and difference standard deviation multiplied by an optional coefficient is calculated on each pixel by a threshold computing part 2 from the difference average value of each pixel in time series computed by a time series difference average value computing part 5 and from the difference standard deviation of each pixel in time series computed by a time series difference standard deviation computing part 4 respectively from a difference image prepared by a difference image computing part 8 based on a moving image input from an image input part 7, and binarization is performed by a binarizing part 3 with the threshold value calculated by the threshold value computing part 2.
