PROBLEM TO BE SOLVED: To accurately estimate a traffic amount of a target area based on measurement data from a small number of traffic amount detectors. SOLUTION: Traffic amounts measured by a plurality of traffic amount detectors are acquired. Then, a separation rate and an approach rate for each intersection are estimated by considering the type of road and the number of lanes and referring to a value previously set by using attributes of roads crossing at the intersection and the shape of the intersection. Using the measured traffic amounts and the estimated separation rate and approach rate, a traffic amount of a road not equipped with a traffic amount detector is estimated. The estimated values of the separation rate and approach rate for each intersection are corrected based on the difference between the traffic amount measured by the traffic amount detector and that estimated for the same point.
