PROBLEM TO BE SOLVED: To reduce a permanent magnet in size with a simple structure and to reduce a cost thereof. SOLUTION: The rotation detecting device comprises a cylindrical magnetic circuit 6 mounted on a shaft 4 and non-contact sensors 24, 25 provided on the internal gap of the magnetic circuit 6, in which the magnetic circuit 6 is made of a magnetic material and is configured with a first yoke section 22 and a second yoke section 23 having a pair of flat sections 22b, 23b in parallel each other and a pair of permanent magnets 20, 21 aligned in the same direction so that a magnetic field with magnetic fluxes in parallel each other in the gap between the flat sections 22b, 23b is generated, and the non-contact sensors 24, 25 detect the rotation angle of the shaft 4 by detecting a change in the azimuth of the magnetic fluxes.
