PROBLEM TO BE SOLVED: To provide a method and an apparatus for manufacturing a packaging body provided with a non-adhering part to be an unsealing opening so as to obtain a packaging shape with a good unsealing properties. SOLUTION: The apparatus for manufacturing the packaging body is equipped with a heating means for heat-sealing sheet superposing parts formed on both side face parts and a body part of the packaging body caramel-packaged with a heat-sealable sheet, and heat insulating means arranged at least one or more positions between the heating means and the sheet superposing parts to block the heat by the heating means against the sheet superposing parts.
