PROBLEM TO BE SOLVED: To provide a steering wheel capable of quickly and sufficiently heating/cooling a surface of a rim part and being inexpensively manufactured. SOLUTION: A core material 3; a skin layer material 4 covering at least a part of the core material 3; a thermoelectric transducer 5 interposed between the core material and the skin layer material 4 are provided on the rim part 2. The core material 3 has a body part 30; and a heat accumulation part 31 thermally connected to the body part 30. The heat accumulation part 31 is provided on a portion connected to at least the thermoelectric transducer 5 of the core material 3 and is formed by a material having a larger heat capacity per unit volume than the body part 30.
