PROBLEM TO BE SOLVED: To set a proper using order of a tool in a short period of time under a using order setting method of the working tool. SOLUTION: The using order setting method of the working tool in cutting and working a workpiece in a product shape by using a plurality of the tools different in diameter has processes of: preparing various information; forming a tool route surface against the product shape under a reverse offset method; computing cutting quantity to provide a working surface by computing the working surface by moving the tool along the tool route surface; setting a plurality of tool selecting patterns selecting a plural number of the tools; computing a difference of cutting quantity V3n(m) of the former tool and cutting quantity V3n(m-1) of the latter tool and also computing cutting quantity of each of the tools by making this difference cutting quantity V3(m) of the latter tool concerning each of the tool selecting patterns; computing total cutting time in accordance with the cutting quantity of each of the tools concerning each of the tool selecting patterns; and selecting the pattern the cutting time of which is short.
