PROBLEM TO BE SOLVED: To obtain a heater with excellent fixability by improving sliding performance with a film for fixing. SOLUTION: Resistive heating elements 12, 13 are formed in parallel with the length direction of an insulating substrate 11 of a long flat-plate shape formed of a heat-resistant and insulating material. Power is supplied to the serially connected resistive heating elements 12, 13 from electrodes 14, 15. Overcoat layers 191, 192 of insulating glass are formed on the heating resistive elements 12, 13. An overcoat layer 20 with a roughness different from the surface roughness of the overcoat layers 191, 192 is formed apart from the electrodes 14, 15 and the overcoat layers 191, 192. By this, the heater is constituted. When a film is made to slide on the sliding face of the heater by a heating roller, by the difference of the roughnesses of the glass surface, suitable film sliding performance is obtained to avoid slipping, a torque rise or the like.
