<p><P>PROBLEM TO BE SOLVED: To solve the problem wherein the number of codes increases when preparing the coding stream of moving pictures for each color depth. <P>SOLUTION: An encoder 200 comprises: a basic layer encoder 100 for generating the encoding data of a basic layer, a first expansion layer encoder 110 for generating the encoding data of a first expansion layer, and a second expansion layer encoder 120 for generating the encoding data of a second expansion layer. Pixel depth is deepened in steps in the order of the basic layer, first expansion layer, and second expansion layer for encoding an input image. In all the bit planes of the input image, a group of bit planes of a different number of bits counted from the most significant bit is taken out for allocating to each layer. The first expansion layer encoder 110 encodes the difference between the input image of the first expansion layer and reconstruction image of the basic one.
