PROBLEM TO BE SOLVED: To provide an IP telephone communication system capable of allowing or disallowing a connection of IP telephone communication with high reliability, even in the presence of a terminal device (STAN) in a soundless state which is not performing data communication of IP telephone communication. SOLUTION: The IP telephone communication system comprises at least a plurality of radio base stations (AP1 to APN, where N is an arbitrary integer), and a plurality of terminal devices (STA1 to STAN) under the control of the respective radio base stations (AP1 to APN). The respective radio base stations (AP1 to APN) judge whether there is a terminal device (STAN) in a soundless state which is not performing IP telephone communication among the terminal devices (STA1 to STAN) with IP telephone communication line established, and perform false IP telephone communication corresponding to a state wherein the terminal device (STAN) in the soundless state performs IP telephone communication when judging that there is the terminal device (STAN) in the soundless state.
