PROBLEM TO BE SOLVED: To provide an oil-in-water type liquid state cosmetic having a low viscosity preparation form like cosmetic lotion, also having good preservation stability, a fresh use feeling and less sticky feeling even when containing an electrolyte. SOLUTION: This oil-in-water type liquid state cosmetic is characterized by blending the following (A) to (C) components and having 30 to 300 nm mean particle diameter of emulsion droplets.
