A method of manufacturing a packing material having an aromatic or deodorizing function is provided to make the mixing state even by mixing a master batch containing an aromatic or deodorizing agent with a main material resin. Aroma master batch pellets(123) are mixed with main material pellets, and the mixture is injected into a forming device to form a packing material. A liquid aromatic or deodorizing agent(129) is contained in a base(125) made of a synthetic resin that is identical to or is able to be mixed with the main material pellet(121) to form the aroma master batch pellet(123). In the aroma master batch pellet(123), the aromatic or deodorizing agent(129) is built in the base(125) in the state of being received into a micro-capsule(127) made of a synthetic resin. The micro capsule is made of EVA resin.
