A fixed displacement type electromagnetic pump is provided to minimize a dead space in a pump chamber by modifying structures of a suction valve and a discharge valves, thereby preventing air lock caused by air dissolved in fluid. A fixed displacement type electromagnetic pump includes a discharge valve(29) formed of a valve body(30) and a valve seat(31), and a suction valve(20) mounted at an upper part of the discharge valve and formed of a valve body(21) and a valve seat(22). In the discharge valve, a top surface(30b) of the valve body becomes a single surface with a surface(31a) of the valve seat facing a pump chamber(35), when the valve body and the valve seat closely contact each other. In the suction valve, a bottom surface(21a) of the valve body becomes a single surface with a surface(22a) of the valve seat facing the pump chamber, when the valve body and the valve seat closely contact each other.
