A device for displaying a 3D moving picture by using a parallax barrier panel is provided to offer fine 3D moving pictures by enabling a user to change the mode of each slit region into a transparent slit or non-transparent slit region through an electrical control signal. A device for displaying a 3D moving picture capable of displaying a 2D or 3D moving picture selectively includes a screen panel and a parallax barrier panel placed on the front or rear of the screen panel. The parallax barrier panel includes a plurality of slits of an extended rectangular type having a predetermined longitudinal width. Each slit is transformed into a transparent slit which transmits light radiated from the screen panel or a non-transparent slit which does not transmit light by an external electric control signal.
