A noise reducing device for a refrigerant pipe and an air conditioner having the same are provided to make flow pattern of refrigerant uniform to minimize noise caused by the refrigerant flow and filter impurities in the refrigerant for improving performance of the refrigerant. A noise reducing device for a refrigerant pipe includes an outer case(110) mounted on a path through which multi-phase refrigerant flows, and porous materials(120) mounted in the outer case for filtering impurities contained in the refrigerant and simultaneously making refrigerant flow state uniform. The porous materials are metal foam made of aluminum or nickel in which a plurality of pores dispersed regularly or irregularly. Bubbles in the refrigerant are crushed into fine size by the metal foam to be uniformly distributed in the refrigerant.
