A method for manufacturing vanadium/titania-based catalyst and a method for using the same are provided to produce a catalyst having an excellent activity in selective catalytic reduction of nitrogen dioxide at a low temperature as well as a high temperature. A 0.5-10 wt% of vanadium oxide is supported on a titania carrier, based on the weight of the titania carrier. A ball milling process is performed before or after the titania carrier supporting the vanadium oxide is hardened. The titania carrier has anatase and rutile at a weight ratio of 0:100-100:0. The titania carrier has a specific surface of 4-150 m^2/g. The titania carrier has a particle size of 5-100 nm. The titania carrier contains tungsten of up to 10 wt%.
