An apparatus for grouping broadcasting channels of an IPTV and a channel change method are provided to extract and display a low-quality stream from an STB(Set-Top Box) when a channel change is requested and receive and display a high-quality channel corresponding to a low-quality channel currently displayed when a channel change is no longer requested. A down-streamer(220) encodes a plurality of contents(210) provided from a relay station as low-quality streams. A channel multiplexer(230) groups a plurality of the encoded low-quality streams as one low-quality channel. A channel demultiplexer(270) demultiplexes the low-quality channel received from the Internet(250) and certain high-quality channels.
