METHOD AND APPARATUS FOR ENCODING/DECODING USING EXTENDED MACROBLOCK SKIP MODE

An encoding/decoding method using an extended macro block skip mode and an apparatus therefor are provided to improve the efficiency of inter-layer prediction and the image quality of video sequence by introducing a new syntax item capable of re-defining a macro block skip mode in an improved layer of a scalable video coding. A base layer generating unit(210) generates a bit stream of a base layer. An improved layer generating unit(220) generates a bit stream of an improved layer by referring to a frame of the base layer. A syntax item setup unit(230) sets a syntax item for an extended macro block skip mode in a certain region of a frame of the improved layer. The syntax item indicates whether to skip the frame of the improved layer and to exactly use information of the base layer.
