An apparatus and a method for controlling variable valve timing for an internal combustion engine are provided to enhance an output performance, a fuel efficiency and an exhaust performance by calculating an optimum valve timing based on an estimated residual gas fraction. A method for controlling a variable valve timing for an internal combustion engine comprises the steps of detecting an engine rotation frequency(S110) and detecting suction pressure(S120). A throttle-opening degree is detected(S130) and a load condition is detected corresponding to the engine rotation frequency and the throttle-opening degree(S140). A valve timing is calculated corresponding to the engine frequency, the suction pressure and the load condition(S150). A residual gas fraction is estimated(S170). The valve timing is corrected by calculating a valve timing based on the residual gas fraction(S180).
