A device and a method for discriminating and recognizing a living-body fingerprint, and a living-body fingerprint recognition device are provided to recognize only the living-body fingerprint by discriminating whether the fingerprint of a user is a fake fingerprint or the living-body fingerprint in a contactless mode. A fingerprint input part(210) is touched by the fingerprint and generates a fingerprint image from the touched fingerprint. A conductor terminal(231) is installed to the inside or the output of the fingerprint input part. A living-body recognizer(230) forms capacitance between the conductor terminal and the ground, and determines whether the touched fingerprint is the fake or living-body fingerprint by detecting capacitance change due to the touched fingerprint. A fingerprint authenticator(250) performs fingerprint authentication for the generated fingerprint image if a result determining the living-body fingerprint is received from the living-body recognizer.
