A method for enhancing low video quality of moving pictures in a mobile communication network, and an apparatus for realizing the same are provided to secure good quality by enhancing a specific part of a picture according to an object of moving pictures. A preprocessor(120) firstly performs a quality improving process in a whole picture region of inputted moving pictures. An ROI(Region Of Interest) filter(130) secondarily performs a quality improving process in a specific interested region of the moving pictures passing through the preprocessing. A decoder(110) decodes the inputted moving pictures for transmitting the decoded moving pictures to the preprocessor when the inputted moving pictures are encoded in a predetermined video standard. |
