A boiler with flat horizontal tubes is provided to permit high temperature flame passing a smoke exhaust path to tightly contact surfaces of flat horizontal tubes, by forming the smoke exhaust path from narrow gaps formed between horizontal tubes. A water chamber(2) and an internal water chamber(2a) are formed in a shell(1) of a boiler by partition walls(4) and partition plates(4a) such that the water chamber and the internal water chamber are connected to a lower water chamber(2c) formed around a combustion chamber(5) through a hole. A plurality of flat horizontal tubes(3) are arranged into multiple tube groups(3A) such that both ends of the flat horizontal tubes are connected to an upper water chamber(2b) and contact the partition plates. A plurality of guide plates(4c) are alternately arranged into a water channel in the internal water chamber and block both ends of the tube groups. A smoke exhaust path(5a) is formed by gaps formed between horizontal tubes arranged in the combustion chamber such that the smoke exhaust path is connected to a smoke exhaust chamber(5c) and exhausts smoke through a smoke exhaust port(5b) and a flue(5d).
