A recycled aggregate producing method and a device using construction waste are provided to obtain good aggregate by keeping the amount of foreign materials below 1% and to separate the recycled aggregate, sand, soil, and foreign materials through two cleaning processes perfectly. A recycled aggregate producing method using construction waste comprises a crushing step of separating coal tar and foreign materials stuck on the outer walls of aggregates by rotating an HP-300 aggregate crusher(400) at 900~1200 RPM(Revolution Per Minute)/min; a cleaning step of pouring the crushed waste concrete into a settlement tank, floating impurities to be sorted and removed in the settlement tank, on the upper part of the settlement tank and discharging the floating impurities to the outside by a floating material discharging unit, and discharging the cleaned aggregate separated from the impurities, to the outside by a deposited material discharging mechanism; and a separation step of sorting out the recycled aggregate and sand by separately installing first and second sedimentation storing tanks to a vibrating screen classifying the aggregates according to the particle size.
