A system and a method for treating wastewater are provided to improve the efficiency in treatment of the wastewater, by using a wastewater circulating unit for circulating the wastewater between an anaerobic bath and an aerobic bath. A system for treating wastewater comprises an anaerobic bath(20), an aerobic bath(30), a lower communication passage for connecting the anaerobic bath and the aerobic bath, an upper communication passage for connecting the anaerobic bath and the aerobic bath, and a wastewater circulating unit. The wastewater circulating unit transfers the wastewater from the anaerobic bath to the aerobic bath through the lower communication passage, and transfers the wastewater from the aerobic bath to the anaerobic bath through the upper communication passage.
