A vacuum heat insulating material, a hot water supply apparatus, and an electric water heating apparatus are provided to suppress degradation of heat insulating performance by adsorbing organic gas even under high temperature environment. A vacuum heat insulating material(50) includes a core member(51) formed of an inorganic fibrous aggregate; an outer coating member(52) having a surface protecting layer, a gas barrier layer, and a thermal melting layer; and an adsorbent(53) for adsorbing moisture or gas components from the core member and the outer coating member. The gas barrier layer of the outer coating member includes a first gas barrier layer and a second gas barrier layer laminated such that at least metal faces of at least two layers of metal layers are opposed each other. A resin film having a melting point of 150 Deg.C or higher is used as a thermal melting layer.
