A method for manufacturing retro-reflection goods by using aqueous resin is provided to increase adhesion power with an aluminum deposited layer and attachment power with glass beads by using aqueous polyurethane resin during first and second coating processes and to improve work environment for workers by using the aqueous resin harmless for human bodies. In retro-reflection goods consisting of glass beads(18) attached on a film, an aluminum deposited layer(16) selectively applied on the glass beads, and a base layer(10) bonded with a leather, fabric, or urethane sheet, an aqueous resin color layer(14) firstly coated by aqueous polyurethane resin is formed on the surface of the glass bead. An aqueous resin adhesive layer(12) secondly coated by aqueous polyurethane resin is formed on the surface of the aqueous resin color layer.
