A novel compound having an optionally substituted lactam ring structure is provided to exhibit excellent inhibitory activity on dipeptidyl peptidase-IV(DPP-IV), thereby being used for a pharmaceutical composition for treating and preventing diabetes mellitus and obesity. A compound is represented by the formula(1), wherein A is a substituent represented by the formula(6), B is selected from the substituents represented by the formulae(8) to (11). In the formula (6), R4 is H, halogen, C1-4 alkyl substituted or unsubstituted by halogen, or substitutents represented by the formulae(6a) and (6b)(wherein R5 is H, halogen or C1-4 alkyl substituted or unsubstituted by halogen; and X is C, S, or sulfone). In the formulae(8) to (11), each R7, R8, R9 and R10 is independently H, halogen or C1-4 alkyl substituted or unsubstituted by halogen; each R11, R12 and R13 is independently H, halogen or C1-4 alkyl substituted or unsubstituted by halogen; each R14 and R15 is independently H, halogen or C1-4 alkyl substituted or unsubstituted by halogen; and R17 is independently H, halogen or C1-4 alkyl substituted or unsubstituted by halogen. A pharmaceutical composition for inhibiting dipeptidyl peptidase-IV(DPP-IV) comprises the compound or a pharmaceutically acceptable salt thereof and a pharmaceutically acceptable carrier.
