An image pickup device and a cellular phone are provided to photograph an image at high definition by determining the position of an image pickup optical system in the direction of an optical axis at high precision and preventing foreign materials from penetrating into a gap between the image pickup optical system and an image pickup element. An image pickup device is composed of an image pickup optical system adjusting the focal position of an image corresponding to the light incident through lenses(101,102); a rim unit(104) moving in the direction of an optical axis(141) of the light incident to the image pickup optical system and shielding/fixing periphery of the image pickup optical system; a driving unit moving the rim unit to the predetermined position in the direction of an optical axis within a pre-set range; an image pickup element(107) for receiving the light incident through the image pickup optical system and outputting a signal corresponding to the received light; and a pushing unit(111) inserted between a pedestal base(106) attached with the image pickup element and the rim unit, to push the rim unit far away from the image pickup element in the direction of an optical axis.
