A multi-purpose composite panel using planar fiber, inorganic matter, and synthetic resin solution and a continuous manufacturing method are provided to execute smoothly impregnation work by joining a planar object with a support function to the bottom side and to mass-produce continuously the composite panels. In a continuous manufacturing method of a multi-purpose insoluble composite panel for dipping planar fiber pulp(1-1,1-2,1-3) wound around a roll, in the mixed solution(3) of inorganic loess expressing the color and increasing incombustibility and synthetic melamine resin, executing smooth impregnation, high-temperature drying, and curing operations, and continuously regulating the surface of the panel, a planar fiber non-woven fabric or cheap planar fiber support fabric(2) is overlapped with the pulp to carry out smoothly the impregnation process without stretching or cutting. The pulp is dried at high temperature and cured with passing through a second drying process keeping temperature of 100~200°C. Volatile matter is removed and the pulp is completely cured by regulating the surface with repeatedly passing through a gap between rollers(8) engaged with each other and rotated.
