A charging apparatus having a safety circuit and a charging method thereof are provided to prevent a fire accident due to a short circuit of exposed charging terminals by preventing a leakage of a charging voltage. A charging apparatus having a safety circuit includes a charging terminal(110), a voltage generator(120), and a controller(130). The charging terminal supplies a charging voltage through exposed terminals. The voltage generator generates different voltages according to unique resistance of an object, which is contacted with the charging terminal. The controller detects the voltage from the voltage generator and determines whether the charging voltage is supplied to the charging terminal based on the magnitude of the detected voltage.
