A system for providing a debit payment service using a mobile terminal is provided to offer payment convenience, be used as a payment tool in online/offline commercial transaction, and realize high security against hacking by transmitting only the unique user number like a mobile number through a section between a seller and a PG(Payment Gateway) server in a payment process. A user mobile terminal(100) displays the OTP with PIN(Personal ID Number) operation/input by downloading/installing a time or event synchronized OTP generating algorithm. A seller server or terminal(200/300) receives the unique user number and the OTP. A PG debit processing server(400) receives the unique user number, the OTP, and order details from the seller server or terminal, and determines validity of the order details. A bank debit processing server(500) authenticates a service member based on the received unique user number/OTP, processes debit payment for a linked account based on the received valid order details, and transmits payment details to the user mobile. The bank debit processing server authenticates the linked account by comparing the received OTP with the OTP generated from the OTP generating algorithm based on a PIN value, and time or event information.
