A perpendicular magnetic recording medium and a magnetic storage device are provided to improve combinable magnetic strength by using the material having high saturation magnetic flux density on the crystalline soft-magnetic layers. A perpendicular magnetic recording medium and a magnetic storage device comprise a substrate(11), a soft-magnetic backup stack structure, an intermediate layer(22), and a recording layer. The soft-magnetic backup stack structure is formed on the substrate to have a first magnetic layer, a first non-magnetic coupling layer, and a second magnetic layer stacked on the substrate orderly. The intermediate layer is made from the non-magnetic material on the soft-magnetic backup stacked structure. The first magnetic layer and the second magnetic layer are made from the soft-magnetic backup stacked structure of polycrystalline substance. Each of the first magnetic layer and the second magnetic layer has an easy axis of magnetization in the surface thereof, and a magnetization of the first magnetic layer and the magnetization of the second magnetic layer are combined in anti-parallel to each other.
