A precast concrete panel with mortar and a method of constructing the same are provided to perform a framework construction quickly and easily for constructing a sidewall and a inter-layer when building an apartment. A precast concrete panel includes a precast concrete panel(100), a reinforced wire(200), and a wall structure(10). The concrete panel(100) is formed by installing a plurality of concrete side walls formed the inside with a supporting wire in parallel to each other. The reinforced wire(200) fixes both sides of the supporting wire, which is formed in the space of the concrete panel(100), in a zig-zag manner. The wall structure(10) is formed by using mortar buried in the space of the concrete panel formed by the reinforced wire(200).
