A modified polymer is provided to obtain a polymer electrolyte having improved adhesion between a membrane and an electrode, capable of reducing interfacial resistance when applied to a fuel cell, and impart stable and improved quality to a fuel cell. A modified polymer comprises a segment that is not dissolved in a C1-based solvent but is capable of being swelled into a micro-domain size by the C1-based solvent, wherein the polymer is modified due to a chemical reaction performed only by the swellable segment. The modified polymer is fluorinated by the swellable segment. The swellable segment does not comprise at least one hydrophilic functional group selected from sulfonate, phosphate and carboxylate groups. |
