A surge absorber is provided to change a distance between discharge electrodes without changing a length of a discharge electrode by varying a relative position between a pair of protrusion electrodes. A surge absorber includes an insulation tube. A gas is sealed inside the insulation tube. A pair of terminal electrode members(2,3) are arranged at both ends of the insulation tube. A pair of protrusion electrodes(5,6) are fixed on an inner surface of one of the terminal electrode members, such that the protrusion electrodes are arranged to be protruded toward the other terminal electrode member. The protrusion electrodes are arranged to be offset from facing positions. The protrusion electrodes are arranged to be point-symmetric with respect to a center of the insulation tube.
