An apparatus and a method for reproducing and recording a broadcasting signal and a portable terminal having the same are provided to allow a user to view or record another broadcasting channel while the user views one broadcasting channel. The first tuner(10) outputs first broadcasting information corresponding to the first broadcasting channel selected from a received broadcasting signal. The second tuner(11) outputs second broadcasting information corresponding to the second broadcasting channel selected from the broadcasting signal. A recording/reproducing unit(20) performs control operation to allow a user to view the second broadcasting information in response to a viewing control signal, stores the second broadcasting information in response to a record control signal, and reproduces the second broadcasting information in response to a reproduction control signal. A storing unit(30) stores the second broadcasting information.
