A sheet member, an apparatus for treating exhaust gas, and a method for manufacturing the same are provided to improve the holding ability onto an exhaust gas treating body while securing necessary strength at the winding time of a holding sealer. A sheet member(24) includes inorganic fibers, wherein the sheet member has a plurality of inter-woven points formed on at least one of a front surface and a rear surface thereof by a needling process. A density of the inter-woven points is in a range from 0.5 points/cm^2 to 20 points/cm^2. The inter-woven points are formed in a row pattern distributed throughout the whole area of at least one of the front surface and the rear surface of the sheet member.
