PROBLEM TO BE SOLVED: To improve quality performance of planar heating elements used for a seat part and a backrest part by making the balance of a temperature characteristic of the planar heating elements mounted to the seat part constant and the backrest part by printing the planar heating elements used for the seat part and the backrest part at the same time, and to facilitate manufacturing at a low cost. SOLUTION: Since at least a pair of the planar heating element 19 for the seat part and the heating element 21 for the backrest part are formed on one plate of screen printing, the balance between the planar heating element 19 for the seat part and the heating element 21 for the backrest part can be kept constant, even if its printing condition is dispersed, quality performance is improved by making the balance of the temperature characteristics of the planar heating elements mounted to the seat part 18 and the backrest constant, a process for sorting out and combining the planar heating elements by inspecting the performance thereof is dispensed with, the manufacturing thereof is facilitated, to manufacture at a low cost.
