PROBLEM TO BE SOLVED: To perform response control of a signal simply, by installing a sensor that senses the passing of a vehicle or the presence of a vehicle, without measuring the speed of the vehicle. SOLUTION: A vehicle sensing signal of a vehicle detector is received (S3). When a subsequent vehicle is not detected during the period, from the time a vehicle is detected based on the vehicle sensing signal, to the time the predetermined observation zone passing time UG has elapsed, it is considered that there is no traveling vehicle in the observation zone set between the stop line of the intersection and the vehicle detector, and the green signal is terminated under the condition that a minimum green light time T1 passes (S8).
