PROBLEM TO BE SOLVED: To improve a compression ratio of a voice data without deteriorating voice quality thereof. SOLUTION: An A/D converter 7 converts voice to a digital input data 10. A consonant/vowel analyzing unit 11 divides the input data 10 into a consonant section and a vowel section. A consonant compressing unit 12 compresses the data which belong to the consonant section, with an input frequency of the input data 10 left as it is. A sampling rate converter 8 down-samples the input frequency (a sampling rate of the A/D converter 7) on the data which belong to the vowel section in the input data 10. A vowel compressing unit 13 compresses data obtained by the down-sampled sampling rate. An output code sequence generating unit 14 generates output data of both of the compressing units 12 and 13 into a signal 1 of a ROM data format, with section information outputed by the consonant/vowel analyzing unit 11 as header information.
