PROBLEM TO BE SOLVED: To provide a sheet heater having excellent appearance and excellent workability by eliminating any step of a hanging groove part of the sheet heater to be built in a seat. SOLUTION: The sheet heater 21 has a cutout which is arranged in a portion corresponding to a hanging groove part 27a of a pad 27 and longer than the hanging groove part 27a and along the hanging groove part 27a, and an H-shaped cutout 29 formed by a cutout arranged orthogonal to both ends of the cutout. A tongue-shaped portion 26a formed of the H-shaped cutout 29 is inserted in the hanging groove part 27a of the pad 27, and an end of an opening 29c of the sheet heater 21 with a locking part of a seat cover 28 penetrating therethrough is hardly raised on a surface of a jacket cover, accordingly; or raised even by the amount of the hanging groove part 27a of the seat. Thus, the end is not conspicuous, but hardly impairs the appearance, any attention need not be paid to the positional deviation or the like in a manufacturing process, and the workability during the manufacture is enhanced.
