PROBLEM TO BE SOLVED: To provide a method of manufacturing steel by which a steel sheet having good surface property is obtained by securely reducing the generation of scabs without accompanying the increase of the cost of heating fuel caused by raising heating temperature. SOLUTION: After water-cooling the rear side of a slab 6 during transfer from a heating furnace 7 onto a conveying table 9 with a handling device 16 for a prescribed time with a water-cooling system 18, as necessary, water lubrication between a conveying roller 4 and the slab 6 is performed during transferring with the conveying table 9.
