PROBLEM TO BE SOLVED: To provide an electrostatic actuator in which high profile holdability (brakability) is imparted when a voltage is applied between the electrodes, and high deformablity (non-brakability) is imparted when a voltage is not applied between the electrodes. SOLUTION: In an electrostatic actuator utilizing a force acting between opposing electrodes when a voltage is applied between them, electric viscous fluid which changes viscosity upon application of a voltage is interposed between the electrodes wherein the voltage being applied to the electrode is identical to the voltage being applied to the electric viscous fluid. Nonbraking electrostatic actuators where the electric viscous fluid is not interposed between the electrodes are connected in parallel at the actuator output, and a voltage is applied separately between the electrodes of each electrostatic actuator of braking type and nonbraking type.
